Electronic Routing (and the EDEN system)--
- How do I look up the status
of my eDoc in EDEN?

- Why can't I see the entire
routing path for my eDoc in EDEN? (9/30/03)
- Answer: The routing log for an eDoc only
includes the steps that the document has already taken, or
its current level. Therefore, you won't see where it
has yet to route.
- How do eDocs route through
the HRMS process? (9/30/03)
- Answer: Here is the general routing path
for most HRMS eDocs:
- Level One approvals (required) - eDocs
will always route first to the required Fiscal Approver
and Personnel Action Approver. NOTE: If the
Initiator is one of the Approvers, the document will be
automatically approved for that role and will move to the
next point in the routing.
- Level Two approvals (optional) - If the
department's eDocs have been set up to route to a Level
Two approver or workgroup, the eDoc will then move to that
approver, according to the Organization Hierarchy.
Examples of Level Two approvals would be the Departmental
Chairman's Office and the Dean's Office, etc. NOTE:
If a Level One approver is also a Level Two approver, the
eDoc will be automatically approved for both the Level One
and Level Two roles and will move to the next point in the
routing.
- Campus Level approvals (required) - After eDocs
have routed through all Level One and Level Two approvals,
they will move to the appropriate campus central office
for final approval. These include APPD (Academic
Policies, Procedures, and Documentation) and Human
Resources.
- Posting to PeopleSoft - After all approvals
have been received, the eDoc will be posted to the
official HR/payroll records in PeopleSoft.
- Acknowledgments (FYIs) - Immediately after the
eDoc has been saved to PeopleSoft, Acknowledgments (FYIs)
will be sent as established in the Optional Routing system.
In addition, Fiscal Officers of funding accounts
not owned by an eDoc's Home Department should
automatically receive Acknowledgments.
- Why can't I open a document
in EDEN? (9/30/03)
- Answer: Although you can search for any
eDoc and view its routing log, you can only open the ones
which have already been routed to you. If you are
not part of the routing path, or if the document hasn't
routed to you yet, you cannot open the document itself.
- Where do I go to find my
department's routing approval settings? (9/30/03)
- Answer: There are several different
aspects of HRMS routing. They include:
- Level One approvers - The Fiscal Approver and
Personnel Action Approver are the first level of approval
in HRMS routing. Since this is maintained within FIS
(the university financial system), FDRS users can run
a standard HRMS query to
look up current approvers.
- Level One delegates - Delegates for Level One
approvers can be reviewed and assigned within the EDEN system.
- Level Two approvers and workgroups - Level Two
approvers and workgroups can be identified within the EDEN
system. To change any Level Two approvers, contact
Richard Strouse.
- Automatic Acknowledgements - Acknowledgements
can be established for any Department ID. The
recipients will automatically receive Acknowledgements in
their Action Lists for that Department ID and any ID's
that fall beneath it in the Organization Hierarchy.

- How do I change routing
approval assignments? (9/30/03)
- Answer: Fiscal Approvers and Personnel
Action Approvers must be maintained in FIS using
Transaction Processing (TP). Changes to delegates
and level two approvers and workgroups, as well as
Automatic Acknowledgements, will initially need
to be sent via email to
Richard Strouse.

- Who automatically receives an
Acknowledgment (FYI) when an eDoc is approved and posts to

the actions on the Job Data and Position eDocs:
- Maintain Job Data
- Cancel a Transfer or a Promotion
- Data Change (such as job status)
- Change the expected return date of a leave (for example, an
extension of a leave)
- Change the job indicator (Primary vs. Secondary)
- Correct the Pay Rate
- Maintain Position
- Inactivate a position
- Post a change due to a position review
- Add a change due to a reorganization
- Update position data (such as the title (non-academic only!))

- Answer: There are several different
scenarios in which pay can be affected. Here are a
few:
- Post a promotion for a non-academic employee - Use

- What are the codes for the "Work
Period" on the Create Position eDoc?

- Answer: Here are the available codes and their intended
uses:
- SUMMER ONLY APPT - Used for Summer Only positions
- WEEKLY - Used for Full-Time 12 Month appointments
- WEEKLY-10 MONTHS - Used for Full-Time 10 Month appointments
- CONTRACT-10 MONTHS - Used for Adjunct (Part-Time) 10 month
appointments
- CONTRACT-12 MONTHS - Used for Adjunct (Part-Time) 12 month
appointments
- FELLOWSHIP 12 MONTHS - Used for Fellowships only (NOT Post
Doctoral Appointees, Research/Associates, etc.) This is only used to
create a position for Fellowship - you would have chosen the Job Code
(000312 or 000311) for Fellowship if you were going to use this Work
Period.
- RESIDENT/FELLOW - Used for Resident Appointee position
numbers - this should only be used by after consulting with Nancy
Baxter or Nancy Bechtel in House Staff Affairs.
- What does the term "Standard Hours"
mean on the eDocs?

- Answer: "Standard Hours" refer to the number of
working hours in a standard work week. One (1) FTE equates to 40
standard hours. Based on this, here are some common part-time
equivalents:
- Half-time (50% FTE) = 20 standard hours
- 20% FTE = 8 standard hours (1 day/week)
- Teaching a 3 credit-hour course = 8 standard hours
- How do I determine the "Comp Rate"
on my eDoc?

- Answer: A "Comp Rate" is the compensation rate
that corresponds to the current eDoc. The compensation rate must match
the period listed in the field "Compensation Frequency".
In other words:
- If the "Compensation Frequency" is hourly, then
the "Comp Rate" will be the wages per hour.
- If the "Compensation Frequency" is monthly, then
the "Comp Rate" will be the salary per month.
- If the "Compensation Frequency" is contract pay
(the code "C"), then the "Comp Rate" will be the
entire amount of the contract. If, for example, the staff
member is being paid $1,000 per month for four months on a contract
pay appointment, the "Comp Rate" will be $4,000 for the
entire 4 month period.
- What is the correct "Effective
Date"?

- Answer: The "Effective Date" is
essentially the start date for an action. HRMS functions
around Effective Dating, rather than start and stop
dates. An employee action will have an Effective Date,
and be open-ended, and only changed when a new eDoc with
a new Effective Date is entered to change the
employee’s status.
- The Effective Date is the first date in a new
status: the first day at work; the first day no
longer employed, the first day back at work after a
leave.
- Employee attributes, such as titles and contracts,
do have stop dates.
- 10 month appointments will now have an effective
date of 8/1/XX, and the end of the academic year
will be considered to be 5/31/XX. This means that 10
month faculty will now be paid in ten equal
installments on the regular first of the month pay
dates.
- Student academics will have a semester contract
end date of 5/12/XX, or 12/12/XX, and will receive a
mid-month final check.
- How do I determine the effective date for a
family leave of absence (FMLA) eDoc?

- Answer: Often a staff member will have paid time to use
at the beginning of an official Family Leave. You should complete
the Family Leave HR documentation as previously done. No eDoc
should be done UNTIL THERE IS A CHANGE IN THE PAYROLL STATUS. The
effective date of the eDoc will be the first day on which the payroll
status changes (for example, when the staff member goes off the
payroll).
- What is an academic pooled
position?

- Answer: The "pooled position" is a new concept
that replaces generic position numbers (e.g., LG2300).
For instance, each department will create pooled
positions for its adjunct faculty, and for additional
pay (overloads). Thus, adjunct faculty in the School of
Education will have a different “generic” position
number than those in the School of Social Work.
Specific situations--
- What do I need to know about adding a
no-pay
academic appointment for a current faculty member?

- Answer: There are instances in which you will need to add
a no-pay academic appointment for an employee who is currently already
in the IU system. This is not a problem, and the appointment is
basically the same as other no-pay appointments, except that, on the
Administrative Post, the field "Title Appointment Type" must
be set to "Regular" to match the existing paying appointment.
- How do I process reappointments for my volunteer
faculty?

- Answer: Although you may complete an eDoc for each
individual faculty member, we prefer that you submit a list of the
faculty to reappoint, just as you have in the past.
- How do I process an
Additional Pay eDoc for someone from another department?
(2/14/03)
- Answer: Additional Pay eDocs are
the only documents that can be assigned directly to the
processing department instead of the employee's Home
Department. This ensures that the
eDoc will route through the processing department (not
the Home Department) for approval and will appear on the
processing department's payroll voucher. How do I
do this?
- In the Additional Pay eDoc,
assign your department's "Additional Pay Pooled
Position" under the Position Number:
field on the following screen. (You'll need to
click the magnifying glass to search for your
department's pooled position.)

- If your department does not have an
"Additional Pay Pooled Position", then send email to jtoliver@iupui.edu
and request an "Additional Pay Pooled
Position". Remember to include your department ID.
- Finally, add a detailed description in the Comment:
field, including the name of the Processing
Department. The printed versions of the eDocs
do NOT include the name of Processing Department
unless you add it to this field.
- How do I create an hourly pooled
position (non-academic)? (2/6/03)
- Answer: According to Juletta Toliver,
Manager of IUPUI's HR Support and Information Systems,
all pooled positions for non-academic staff need to be created by HR. Send an email request to jtoliver@iupui.edu
and outline the specifics of the position, including the
department ID.
- How do I move an hourly employee
from one position to another? (2/6/03)
- Answer: This must be handled by
terminating the first appointment and then adding a new
hire for the new appointment.
- NOTE: There is one exception to this
rule: An Hourly PERF employee moving to a
regular staff position should be transferred on a Transfer
Employee eDoc.
- How do I process payments to
academics that we used to process via award forms, such as
research fellows? (2/6/03)
- Answer: There are basically four
scenarios in which people were paid stipends using the
award form. The new process depends upon the type
of activity being documented. Discussions have not
been completed on these scenarios, and future
information will be posted on the HRMS
Main Page.
- #1 - Degree-seeking fellows on training grants
or other stipend-based programs: These are
the "true" fellows who are provided a
stipend to allow them to devout time to their
education and training. They are often paid on
federally sponsored programs.
- These appointments are paid using the old
"award forms" and processed through
the Bursar's Office. Lisa Geabhart, Enrollment
Services, processes the forms (CA 103,
274-2767). Along with each award form, you must
include a completed Abbreviated
Fellowship Questionnaire.
- #2 - Post-doctoral fellows: These are
people who have completed their doctoral degrees but
are continuing in the capacity of "fellow"
for training purposes. They are often paid on
federally sponsored programs.
- Their appointments are processed with HRMS
eDocs through APPD. The eDoc should be a
"Hire" document, using the
"Academic" Position Type, and an
appropriate pooled position using the "FLP"
Salary Plan (Fellowship - Object 5821). The Abbreviated
Fellowship Questionnaire must also be
completed and submitted with each eDoc. These
eDocs do NOT route to Academic Administration in
Fesler Hall, but instead go directly to APPD,
with an IUSM Transmittal Form.
- #3 - Certain Academic staff who can NOT be
processed as employees: People with these types
of appointments provide unique challenges for
processing within the IU system. If you have
an appointment that you believe fits into this
category, please contact Financial
Affairs.
- #4 - Interns visiting from other institutions
that are neither IU-enrolled students nor post-docs,
since they are actually pursuing degrees at their
home institutions: These appointments are often
summer interns who are paid according to agreements
between universities.
- If the appointments carry working
responsibilities, the interns should be paid as
hourly staff. If their purpose here is
strictly educational, then they are to be
remunerated via Disbursement Voucher in FIS.

- Are fiscal approver signatures required on
no-pay
academic eDocs?

- Answer: No, only Personnel Action Approval is required on
academic eDocs for the no-pay group (such as volunteer faculty).
General Questions--
- What are the deadlines for
eDoc submissions? (2/14/03)
- Answer: eDoc Deadlines vary by pay period and
notifications are sent out in email to all payroll processors each
period. For the current deadlines, go to the IUPUI
eDoc Deadlines.
- I am a payroll processor. How do I
find the accounts on which a particular employee was paid on
a given pay period?

- Answer: The most straight forward way is to bring up the
payroll voucher for the specific period. The vouchers will remain in the
system for historical purposes. If the employee is not on your
voucher, you will need to contact the correct work area (use an eDoc to
identify the employee's work area).
- How do I know that my eDoc has
been posted?

- Why did my department's
fellowships post to my statement of accounts differently
than before HRMS? (2/6/03)
- Answer: A fellow's stipend is paid in advance at the
beginning of each month. In the past, the charges for October
stipends would post to the FIS general ledger in September, although the
payments were for October. In the new HRMS system, the October
stipends will post to the FIS general ledger in October, even though
there is no change in the way the fellows receive their October
stipends.
- How do I get HR or payroll
reports? (7/8/03)
- Answer: Several HRMS reports are
available to departmental staff of the School of Medicine.
